Idled worker Federico Anaya hauls water to the makeshift home he built on the bottom of a dry ditch in Mendota, a town in western Fresno County. Mendota's unemployment rate rose to over 40%, sinking deeper into crisis when drought fallowed thousands of acres of farmland. "My community is dying," said mayor Robert Silva.
