In a small conference room at the Salvation Army, Jim Scartz, chairman of the board of directors of the Collier Hunger and Homeless Coalition, right, voices his frustration with the allocation of federal funds to re-house the homeless as Bryan Lee, of Youth Haven, center, and Todd Foege of the Naples Children and Education Foundation, show their displeasure. It was suggested to organizations that the federal money would be held by the county and that each organization could apply for it as needed. The organizations, who say they need to give assistance immediately, claimed they couldn't wait for an approval from the county every time they could help.
